I would hope that is a statue and not a perv in a clever costume with a candy dispenser under his ball sack. Even if just a statue, it certainly had to be sculpted by a perv and put on public display by a bigger group of pervs. I would think it in Europe but oh how the USA has changed, it could be Oklahoma.
