Not a wise thing to do, lift the wipers. I see ppl do it all the time. It overstretches the springs that are meant to hold the wipers on the window during driving, especially at high speed. All ppl who do this a lot are gonna get, is no window contact blades that only work at 5 miles per hour or less.
I see nothing else is covered in thick ice. Someone knocked over a fire plug? Or did zer think to use hot water to knock down a thin covering of ice?
