The weird background on the right photo is deliberate. It's "swirly bokeh" where bokeh refers to the quality of the out-of-focus areas. You don't see it on the left photo maybe because it's a different lens mounted on the camera. If it was the same camera and lens, it's possible the lens is a Petzval (c. 1840's).
Personally I'm not a fan of the weird bokeh, but some people are quite partial to the effect.
