  3. #2 I've seen before. IIRC, it was an interrupter failure on the switch. The visible parts of the switch aren't enough to interrupt the arc and actually turn current flow off. Instead the two thick bars before it are interrupters, two in series for each of the three phases. Basically, tubes filled with a gas with an extremely high resistance to breakdown via voltage. They switch inside and are what actually shuts the thing off. But one of them leaked, failed, and you can see the arc across it in the gif, even if only for a moment. (The interrupters are disengaged only while the switch is being turned off/on (actuated), while the external parts of the switch you see moving are there to make it "off" even when the interrupters aren't actively disengaged.)

    The crew knew something was bad, and was testing it to see where. The other end of the high voltage line was disconnected, the arc you see was due to capacitive load only. (Basically, the attraction between the wires on the pole is enough to let a little current flow, though no power.)

    The arc grows until it shorts to the other primary, tripping the upstream breaker and shutting the whole substation down.

    In the video I saw, you can hear the workers whoop and hollar when it goes off. Quite a sight to see in person, I imagine.

    The single interrupter was replaced under warranty, IIRC. Nothing else was damaged. Stuff like this is why the system is built with multiple redundant safeties and cutoffs!

    1. I'd blame it on the Johnson Rod. Those things always fail just at the wrong time, like when the boss is visiting the job site. Although, looking at the size of that arc, I'm guessing Tesla has something to do with it.
