There's really good evidence that fluoride hardens tooth enamel. The question about its effect on IQ is a lot less clear (remember, around three-fourths-90% of psych studies can't be replicated at all) but that said, there is a good case to do further studies. Now, how do you do that ethically? (You can't; so the studies are necessarily diary studies, notorious for bad data). It's a real problem.
My well doesn't have fluoride added. While it will be hard to filter out other variables, you have a population on unfluoridated well water and a population on fluoridated city water.
