If it was the US or Europe, you'd be spot on. Japan has far more sane immigration laws. Reading the article, and Googling for the info, I can't find religion, race, or immigration status mentioned.
Asian drivers: It's fun to watch dumb-ass drivers going over Donner Pass when it's slick in the winter. You don't even need to guess the race. It's a given.
Noted misanthropologist Andrew Dice Clay had an interesting theory on why East Asians are such bad drivers - they can't see out of those slitted eyes. According to Perfesser Clay, you can blindfold these people with dental floss.

Ouch. I bet if you wrapped dental floss around most people's eyes it would be an effective blindfold.
