In a lot of states no seat belt is not a valid primary violation for a stop. You can be ticketed for it, but there must be another violation that is the primary reason for the stop.
Not here - they're required to follow all the laws they enforce, and seatbelt use is a primary for us. I've actually witnessed a county mountie light up and pull over a city cop for moving a bit too briskly down I-35.

Pretty funny but that guy either has some serious balls or just crazy. He was just asking for a wood shampoo.
You can be stopped here in Michganistan for not wearing a seat belt.
