I think I might have seen a cousin of his some years ago in traffic in Northern Virginia... dude would reach out with a Windex bottle and spray his windshield, then put the bottle back inside, then reach out and try to "hand motor" the wiper to clean off the spray... pretty sure he had West Virginia plates on his "car".....
