Way back when I used to run around with my hot rod buddies, we made something similar. A lot of cars had the gas cap behind a drop-down license plate, so we'd take the spring out, and the plate would flop down on it's own.
In order to keep it in place, we used a small solenoid to keep a holding pin in place. Hit a button on your console, the solenoid retracted the pin, and POOF!, the plate would flop down.
