THe parents. Given that that is against the law, at minimum the owner or manager of the restaurant should tell the parents to get her down and not let her up there again. If they don't or won't tell them to leave. If they won't, call the cops and give the entire family a criminal trespass warning.
Did you consider the possibility that the child might be a foster-child? That is a very real possibility given the mis-match in skin shades.
There is no way to know what hell-hole the kid was yanked out of. There is no way to know what kind of respite the parents need...if only a change of scenery or a meal they did not prepare
I was a foster parent and NONE of my foster children did that. The offending child and I left the restaurant and sat in the car while their siblings and Hubby ate their meal.
