When it comes to language, the younger set are the innovators that let language evolve.
Of particular interest is a south american school for the deaf - they didn't have any adults who could sign, so the kids developed their own language, and it was the younger ones who were the innovators.
Twin languages often have several words that mean the same thing. And some of the words are often over *16* syllables long. Given that, if we lost language (say, everyone over the age of 1 got killed, and the survivors were literally raised by wolves) We as a species would regain language, but it would start out very long winded, and get shorter as each new generation got tired of such long words.
So "disrespect" is a noun. Verbing nouns is now a fairly common way to create new ways of expression in English. So your noun has been verbed. And that's the new normal, and there's not necessarily a problem with that.
Just sayin'.
Not that I'm willing to defend those who intentionally mangle the meaning of words as a form of social engineering and political expression. That's just evil and wrong. It reduces rather than increases the expressiveness of English, and serves to engender confusion rather than clarity in communication. Both of which effects are contrary to the purpose of language. Or trying to communicate AT ALL, for that matter. Bunch of idiots, if you ask me.

As one somewhat familiar with the patois of the darker base among us, I will attempt to fulfill your request. By "Hoe" they are referring to a "Whore" in the more common vernacular. I believe in this case it is being used as a reflection on her state of moral turpitude. This state causes her to have total disregard for the health and well being of the child she is carrying in her pregnancy by her continued use of alcoholic beverages and tobacco products - consumption of both/either while pregnant can have a deleterious effect on the developing child. The impact of her careless behavior during pregnancy is evidenced by her child being unable to differentiate between colors and numbers, thereby stating/believing that 3 (a number) is actually a color.
