Looks like they are members of the Vine-Swingers union.
Stealing guns from interstate commerce should be a federal charge, with a firm sentencing guidelines minimum & convict must do 85% of the time. Prosecuting it as a state crime will result in a wrist slap.
It is. Just nobody ever enforces it. They're too busy looking for some guy with an 'arsenal' of 3 guns...
It is really sad if you think about it. Those guns could have done a lot of good in Chicago this weekend.
