I got to see the 40mm rounds in development. My previous employer was involved in the R&D for Taser. We made 40mm training rounds (M781) and other non-lethal rounds. We were involved in determining the propellant load and velocity/flight characteristics of the round when fired from an M203. Yes, they had the four wires sticking out from the sides of the projectile similar to the shotgun round. Never saw one "zap" though.
