Grew up there and know that intersection well. It is the light at the North end of the one mile long North Bend Bridge. I used to live on East Bay Drive and it bypasses Coos Bay and North bend on the East side of the bay so the guy went clear around both towns to get back on 101 Northbound. He must know the area or was using a map app.
It's called driving by Braille after getting blind drunk.
