SACRAMENTO, Calif. — A man was arrested after shooting and killing a woman while she was driving with four kids in the vehicle, leading to a crash into the Sacramento River, the sheriff's office said Tuesday.
Mandiko Kwadzo, 27, of West Sacramento, was arrested and booked in the Sacramento County Jail on murder charges, the Sacramento County Sheriff's Office said.
