I've never understood the terminology separating "civilian" from "police". In my mind it's either military or civilian and the police aren't military. That makes them civilian and therefore the "civilian led department of community safety & violence prevention." I think part of the problem we have with policing in the USA is the police themselves thinking of themselves as being apart from the rest of us, as not being "civilian" and therefore some sort of quasi-military security force playing sheepdog with the rest of us. That quickly morphs into an "us" vs "them" mentality. That's the shit that has to change.
You are completely correct, and I am not just agreeing with you, you are grammatically correct. In the US (supposedly) the police are a non-military entity. Therefore, they are a civilian law enforcement. The incorrect application of military jargon to themselves is no more than a linguistic circle-jerk.
