#7 Oregon has closed the DMV emission stations and contracted the testing out to Jiffy Lube.
I went to the local one earlier this year, and one of the guys spotted a small chip in my windshield with a little crack. He said, "We have something that will fill that and make it disappear. 20 bucks." I figured for 20 bucks, why not?
He squirted a clear gel into the chip, spread it with his finger, and after a few minutes scraped it off. And the chip and crack had disappeared.
In the UK it is standard practice to have your windscreen covered along with your car insurance. Stone chips are fixed on site at no charge. If your windscreen cracks they come out and replace it on site and you have to pay an excess of about £50.

No idea what it was.
I had chip in my windshield a couple years ago. From the outside, no sign of the chip. From inside, if you know where to look you can see it, barely.
