I'm not sure but I think that the point that he is making is that we are not as xenophobic as some people think. Some people are of course but most of us aren't.
The odd thing is, that might still be true. Apart from places like Canada, New Zealand and Australia that still have the Queen as a nominal head of state, there are numerous island communities that are still part of the empire too. Obviously the Empire is only a shadow of what it once was but the scraps that remain are all over the place.
