Not only is it a pay phone, but you can make international calls from the green pay phones. They don't take change; you have to insert a prepaid phone card that you bought at a convenience store, etc. Last time I checked they still have the old red and yellow pay phones that are only useful for local or nationwide calls. Very different, as so many things in Japan are!
They don't have the vandalism problems that we do because they aren't "blessed" with the joys of wonderful, glorious, all-important "diversity" that we have. Those poor, homogenous Japanese really don't know what they're missing...
That's why I have a panic attack if I go out in my "classic" Durango and forget my cell phone. There are systems which haven't yet been replaced or repaired.
Cell phones in general, and "smart" (dumb!) phones in particular, are designed to be addictive. Needing to check the phone is an attachment disorder.
That said Henry Lee, if you're suffering panic attacks then you can do something about it, in addition to weaning yourself away from the damn phone. Remove the cause of the panic. Prepare yourself for potential breakdowns. Keep tools, spare parts, food and water and a sleeping bag in the vehicle. If all of the systems in the vehicle must be repaired or replaced, then go get yourself a practical vehicle, one which you don't give a fuck about.
I love my car but if necessary I can empty my glove box into the backpack in the trunk and walk away from it at any time. Without a fucking cell phone.

There are homeless in Japan too. But they are generally neat, clean, polite, clean up after themselves, and don't cause vandalism.
