Can't read the whole story because blocked to Europe and I don't want to use a von service. But... If she is 13, and killed two men with the car she won't be sentenced due to adult law. What would happen I don't know but for sure youth law is applicable.
Checked now a similar thing. In Germany a boy killed another with a hitting him repeatedly with a stone in the head. He won't be charged. And there are institutions like the youth care office who take action in this. Regardless it will be investigated whether the parents are guilty of not properly observing the kid .
Id rather say the dead kid was too young for the term stoned. Anyway.. Still. If you ask somebody for killing you and the other did it.. Its still illegal
I can't read the story either for the same reason. I have sent an email pointing out that the UK is no longer part of the EU and asking politely whether the UK is blocked too or whether this is an error.
