I don't know what he used, but I used Metal Rescue to restore an old motorcycle gas tank and it worked wonders. I also bought some of their gel material to use on tools, but haven't tried it yet.
Vinegar works at least on cast iron, but there are other products. We used to use Naval Jelly too. There is a web site I follow and that is all the guy does is restore old things.
