Looks like a roadrage shanked someones tires. The guy gets out to take pictures of the damage and probable road rager tries to shank him which pisses off everyone else because this is probably Poland, Russia, Ukraine, etc, where people don't take kindly to that behavior and ran him off, took pictures of his car, etc.
May be a gang thing or initiation, I.E, kill a random guy in public. But I can only guess.
So am I getting the sequence correct? 1. Stab tire and retreat. 2. Wait for driver to get out to inspect tire. 3. Attack and rob driver. Let's change that up a bit. 2 +. Driver (if it's me) gets out and imitates inspecting tire. 3 +. Would-be robber gets thoroughly smoked with multiple critical hits to the center of mass because "victim" was actually uncovering and drawing. 4 +. Send would-be robber's family bill for expensive hollowpoints!
