A 'wide load' requires a permit that specifies the route to be taken. Somebody in the permit office fucked up by not checking on construction projects. So it's on them.
This doesn't surprise me that it happened in Ohio. Their highway patrol troopers are staffed by all too many ex Ohio State football players who would be otherwise unemployable. They are some of the biggest affirmative action hire assholes you will ever come across. Most over-the-road truck drivers know that happiness is the Buckeye in their rear view mirror. *spit*
