Funnily enough the UK has by law deadman refuelling handles on fuel pumps, you cannot lock them on! Assume 50% are below average intelligence and design accordingly
The "deadman you're referring to is at the nozzle. It's a mechanical function of the nozzle. Releasing the fuel flow lever would not stop what's happening in the vid. one of the ways to stop it is to remove the nozzle from the car's filler neck and depositing the nozzle into the nozzle holder on the fuel dispenser. The nozzle holder has the electric switch that turns of the dispenser fuel flow valve. The other way is for the gas station clerk to notice what is happening and turn off the power to the dispenser.
The lack of an earth-shattering KAFWOOM! indicates "filming in progress".
BTW, were it real, shutting off the nozzle would have no effect on the spray from a punctured pressurized hose except to possibly increase it a smidgen.
