I don't know about that area, but here in Macon and Sumner Counties just to the north of them, we don't have a landfill, just a transfer station and they do not accept bagged garbage for some reason.
ABSOLUTELY. Or use your car. If he's offended by his trash, he has the ability to eliminate the problem. And if he DOES do a regular dump run, he should bill the city for failing to provide the contracted service, and take 'em to court to get his reimbursement.
HE can solve HIS problem.
Incidentally- trash pickup in Tn typically costs around $1-1.50 A DAY if you don't have a city "service". Extra for recycling, and extra for more than one bin. I do a dump run (12 miles total) about once every three weeks or so. That 12 mile drive, and less than 5 minutes tossing bags, pays for around a tank of gas. Since my grocery is on the way, I stop on the way back and the dump run is free.
This was a topic even in "Alas Babylon" the rings of house hold rinds,shrimp casing, nut shells and general garbage around all the houses in Pistolville was discussed as well as a general lack of sanitation procedures. It will always be an issue as long as we are alive, then after that it's somebody else's mess.
The city can authorize overtime and the hire of temporary workers for that. Believe me, there are lots of people that need the work.

If there are flies, there are bound to be rats. Think what happens if/when all that refuse is finally cleaned up.
