Good God, its photo shopped. The alligators are coming from under the bank. There is no water splashing onto the bank. And 20 people are setting feet away. Is it really not that obvious.

DeleteYes, a gif can be "photoshopped". You'd use Premiere Pro or After Effects or some other program to manipulate the footage and then export as a gif.
Deletewell maybe you don't use Photoshop per se but it is spliced videos.
DeleteNote the gif stops just as the slack line rider gets to the bank edge where further trickery would be much more work.
