  2. A few years ago a news crew covertly followed several road crews throughout the week. Filmed and broadcast were such things as a crew shoveling sand out of a dump truck by hand and the next day shoveling that sand back into the truck. The city tried to say it was one corrupt crew. Then the news crew released footage showing several other road crews doing the same kind of stuff.

One crew was observed to start each day at a liquor store. Then they put out traffic cones and disappeared to a concealed location at a city park. All day until time to bring the equipment back to the yard. A group of citizens were filmed filling in pot holes. A road crew showed up to harass the citizens then the police came.
