You can't do the speed limit, you're not legal to drive on the road, plain and simple. My horn will see to it that your ride is as inconvenienced as possible.

This guy was at a crosswalk and had the right of way to cross. Cars turning left don't have the right of way....You must never walk across any roads as it would be impossible to cross any roads in your world.
Without being able to see the signals, it's impossible to tell for sure who has the right of way, but we can make an educated guess.
That street looks like it's only one lane each direction, so no turn lane with a protected left. If that's the case, the pedestrian walk signal should be green at the same time as vehicle traffic in the same direction. If that's the case, the pedestrian in the cross walk would have the right of way over both the vehicle making the left turn and the cyclist making the right turn.
What I think happened was that the pedestrian paused before stepping off the curb, prudently, making sure that the driver of the car saw him and was stopped, before he stepped off the curb. The cyclist was approaching the intersection, watching the car, and when the car stopped, the cyclist, not seeing the pedestrian, assumed the car was stopping for him (the cyclist). Cyclist then makes his turn and strikes the pedestrian. Oh, and if the pedestrian was injured in any way, the cyclist is probably guilty of leaving the scene of an accident.
But common sense and general good practice is if the vehicle is already turning or closely approaching the crosswalk to not be an asshole and step out because you legally have the right away.
