I know a lot of Chinese personally, and their general statements about crap like this is that it is not an issue that someone dies if I get to save a penny in construction costs. And it permeates the gov folks (inspectors, lawyers, judges, etc.). I have stories...
Elevators are supposed to have brakes which are held in the off position by the tension on the cable. If the cable snaps the brakes are activated to stop it falling.
