I think if you dig deep enough you'll find that it was one person of money and prestige in the right circles who got them listed as endangered.
I know in fact that is exactly what happened to get the sea otter listed as protected/endangered with big fine and possible prison for 'harrassing' one of those pesky critters. Even tossing aa rock in the general direction can get you a fine, depending upon the mood of the fish cop or if there is a Karen nearby.
My wife and I used to travel from Michigan, our home, to Florida, every winter, on the cheap. One year, she found a deal where we got our flights, our hotel, and a rental, while were down there, for the 5 days and 4 nights, for $300 total. I know, we could not even go anywhere in Michigan, where we live, for that cheap. So we went every year, while I was working. One year, we even went twice. That was the year we got such a great as the 300$ total for everything. We even got to see a show with BJ Thomas at a theater inside of a music theater. But we always went with no planned itinerary in mind, and were happy just to walk around at shops looking at different shows of new and up and coming talent trying to make it. So we were able to see artists at rock bottom prices for some of the better musicians out there who you could see working their asses off trying to build a following. And at the time, having a blast, making music, while they still loved music just for the sake of it. I doubt that the egos had started to grow too much to be a huge problem and so they were just making music, for the pure joy and fun of it. Kind of like, seeing the Stones back when they were playing music just for the joy of it. A person would pay almost anything to see that. Yet now they would give just about anything for a night of such a concert.
I have no idea why these fuckers are protected. There are thousands of them.
