Sounds great. Create a group and fund it with an incentive to find reasons to send somebody else a bill. Just like the "Children's Services" bureaucracy, which in most places is replete with horror stories of tinpot dictators gone wild. No one really doubts that there is actual need; the problem is how to limit the growth and power of these unelected, unaccountable despots. Starving them of money is one of the few ways that works. This will create another unaccountable set of do-gooders.
the second problem is it creates a monetary incentive to take people's animals and claim they were neglected, when they clearly are not. all it takes is one PETA veterinarian.
I am an animal lover and all but just no. Better solution is to send fines for those found guilty of animal abuse to be put to support animals welfare group.

ReplyDeleteThe first problem I see is that many who seriously neglect animals (like old cat ladies) don't have the money to pay for their care.
