    There's a guy that brings a setup like that to parades in Minnesota... seen him at the St. Peter 4th of July parade many times.
    His tractor is mocked up like a steam train locomotive, but the cars are barrels like that. Has around a dozen in the chain.

    That's basically what they do in my town's parades, but the barrels are modified and painted.

    Interestingly, my next door neighbors to the west has a similar set up. They are using plastic barrels though.
