Actually, friend, it's paralysis. There was a kid in the late 70's, when "break dancing" was the latest thing. Paralyzed in both legs by polio, he learned to do this whipping break move which got him 15 minutes on national TV. This performance is similar; the guy uses hip movement to whip his paralyzed limb around.
