The seal has broken on one of those cans and those are worms and bugs on it. I can just about guarantee you it's cat food too - when I worked out at the warehouse, it seems like every other pallet of cat food had a few cases that looked like that. We always figured it was from the heat inside the trailers or boxcars during transport that caused them to blow their seals.
