That was his last Monday. That looks like about a 200 foot fall. If he had his lap belt on it would just have served to cut him in two on impact as it appears he landed on his side. RIP.
My guess is that they were cutting a ledge to minimize slides. This is quite common along highways where they cut through a hill. They cut multiple ledges to terrace the slope so that rock and mud slides will hopefully be stopped before reaching the bottom.
