I've been pier fishing and had giant schools of mullet around. Mullet are basically mud fish, won't catch them on a hook and shouldn't eat them as they are nasty - or so I heard. The small ones we catch with a net and use as bait. So yeah, it could be one of those situations.
In his defense there looks like a shadow at the bottom of the picture that is being cast by something out of view. And it looks like he is casting in the general direction and out towards where deeper water might be. However, it's still funny. I wonder if he would be able to spot the fish if he would just look and is just oblivious.
I grew up on the Texas gulf coast. We would be out fishing on the pier, and a school of mullet would swim under the pier. We would immediately throw out un-baited hooks and snap some mullet. Not good eating, but great bait (especially when they were free like this). Caught many good red snapper and sand trout using mullet for bait.

DeleteKinda hard to see fish in the water when you're fishing it because of the angle and any light reflecting off the surface, even on a cloudy day.
