This event hits all the hot spots, pushes all the buttons. Occam suggests this wasn't in the least organic. This was planned, the shooter was 'prepared' by others for this event. The shooter conspired with other. Will not be investigated. But will berevealed decade later, if at all.
Nobody in the media has the balls to be honest here. If you see a man who thinks he's a woman, that's all the warning anybody should ever need that there's some serious mental health issues in play.

Which means starting by sitting each of them down and saying, "Look bro, you're not a woman, you never will be, and it's time to stop pretending" and get them all whatever amount of treatment required to accept reality.
