Uh...This is 2023. Never attribute to stupidity what can be adequately explained by corrupt underhanded operatives and their mainstream media puppets feeding pablum to their audience.
One would think the improperly sealed doors would be noticed when filling. Also, how many times do they really use the doors in the bottom vs a vacuum tube discharge system? Nope, something is not right. I doubt the material was ever loaded and that is about as plausible as any other story they've told so far.
Was the hopper car completely empty or just one bin. If it was just one bin more than likely a door vibrated open and trickled out all the way down the rail for who knows how many miles. Not necessarily anything nefarious happened.
