The horse has the same attitude as those guys in the big hats walking guard duty. And people the world over are stupid when it comes to aggressive animals.
I believe those horses are still trained as war horses and the riders on how to ride a war horse--not just prance around on parade. That trooper actually knows how to use that sabre while astride the horse and the horse is trained to take out anybody who it sees as a threat (kind of important if you're walking through public and there are crazies about who want to do harm to the horse and/or the rider--see NY subway for examples).
