I've seen farmers on the side roads in South Korea riding in carts pulled by things like that, with their crops piled behind them to go to market. When your fields are too small for a full-size tractor and plow, the best way to plow is walking behind a rototiller. Later, you can get a conversion kit to take the tines off and temporarily replace them with a pair of wheels to make a mini-tractor. With a cart, it will get you to town, but not very fast - a rototiller is geared to a walking pace for obvious reasons.
It looks like they souped up the rototiller-tractors for racing. That is likely to be dangerous. When you run a rig on the road or track at several times its design speed, loss of control is likely. And it looks like the engines were tinkered with until they're right at the verge of throwing a rod or bursting into flame.
