That guy reminds me so much of an old friend of mine. He'd have done the same with his little girl. He served his country proudly and was pure Americian.
In the end it's a participation award...no work or ability involved. Not that doing hoola hoop is a skill that matters you're still apparently competing against others who think it does...sort of like games that involve adults playing with balls.
