Someone left the damper open on a very cold day. Looks like it's coming out the RTU, probably a frozen coil or busted pipe at the connection to the coil. Either way, someone/something is getting wet.
Looks locked in place. Which makes it even worse, as the situation teases with the possibility that the two $1k+ TV's aren't damaged, and careful intervention may get them down intact.
