Assume you meant #2? Looks like a custom attachment but I'm not seeing anything particularly difficult going on so it's not possible to judge. This work only pays 30 or 40 cents per linear foot so it's pretty unlikely that a contractor would put their star operator on it.
the .gov (of course...) harassed manufacturers because the footpegs on 3 wheelers didn't fold, and morons would put their feet down, and break their legs or ankles. So, rather than "teach the stupid" not to put their feet down, the .gov just declared them "unsafe"... hence, four wheel ATVs... I had a Honda 250R, the Elsinore MX motor in a 3 wheeler. That was just about as much fun or more to ride than... well, it was really fun to ride. And no one liked my 'solution' to the 3 wheeler injury issue - learn to fucking ride, asshole...
#2 is a tilt rotator attachment widely used in Europe, a Scandinavian invention. Tons of attachments including the one shown, and sweeper, grapple, pallet forks, just to name a few! Lots on u tube
