My housecat does the same thing. If he does not get his rations of pets, he will extend his right paw and stroke my arm. Sometimes in the morning, he will actually prop himself on my chair and caress my elbow until he gets his ration of head rubs. I have never had another cat do such a thing.
My wife's cat comes to get pets as I'm trying to get to sleep. He'll come pull the covers off my face and put his head under my hand until he's tired of pets. Usually about ten to fifteen minutes.
