Louisiana became the first state that can order child rapists to have their testicles removed if the victim is under the age of 13.
The law, which went into effect on August 1, only applies if the offender is older than 17 years old, according to WAFB.
Doesn't go far enough but it's a start....

I am a retired nurse, believe me, I can do it a lot cheaper with a dull steak knife and a pair of lineman pliers and only charge the state $50 bucks and I will include the large bandage at no extra cost.

It shouldn't cost $30k, or even $3k. No need for a general anesthetic. Strap the felon down, numb up his scrotum, slice then sew. Just a slightly more severe vasectomy operation.

He said they added the second blade with a stub nose for neutering stock. So, no need for the 30k just slice an pop em out. I've seen it done many a time. It don't hurt a bit as long as ya don't get kicked er slice yer thumb.
