I am sorry, but I guess that I don't fully get your point. I looked it up after your comment. The general statements I have read are that a caustic is a chemical that erodes organic material up to and including destruction of the organic material. The caustic material can be base or acid in nature. So, the article describes a caustic acid. It is not clear that a caustic base would be as destructive, but a casual perusal of the literature I saw indicates that a caustic agent can be a base or an acid and there is little distinction of the two other than the PH level of the agent.
I will admit that I am not a chemist by training. Maybe I misinterpreted what I read, but I don't quite see the basis for your criticism.
