My bro was driving the 101 north of Eureka, where there are elks behind a little split rail fence beside the road. He spotted an Asian tourist who was setting up his camera in the pasture, near a BIG bull elk. He stopped and yelled to the guy that this was NOT a good idea. About that time, the elk turned and headed straight for him. He managed to make it to the fence safely, so the bull had to content itself with going back and stomping all his equipment in pieces, as is the custom of the breed.

IIRC, there's a path around the other way too. So they're not blocking traffic, really. Blocking people from driving through a tree, yes, which is part of the park experience, but not blocking traffic.
