Looks like the builder skipped plumbing the drains in the top roadway to collectors and just let the edge drains drop on the middle tier. Add in a real monsoon rain and they have a canal on top. They are lucky the roadway hasn't collapsed from the water load.

Having found myself in a predicament from time to time, I am intensely curious to find out the best method for removing a tractor from a barber-chaired tree.
Jack it up a bit and build a cribbing underneath with ramp going uphill. Cable/winch the tractor roll bar to an uphill tree to keep it in the wheelie position. Cut the tree out. Lower the tractor down and pull it back on the ramps.
Anon 11:09 experienced? Plan sounds do-able. Funny how one little short cut improperly applied can turn into a full day of hard labor. Flipped a Bobcat on a sidehill deep in the woods on a side hill once. Inaccessable to heavy equipment or winch. Took me and a boy all afternoon to jack & winch it back into position. Gave it some time for the fluids to equalize and drove 'er home with just a few scratches on her.
