If I'm seeing correctly, the man is using a wire saw, the back and forth motion to cause the wire to get hot which then touches off the (very) dry brush. Maybe that had some accellerant on it but it touched right off.
Those wire saws do cut, but you need patience as if you try to cut too long, the wire will prematurely fail and break on you. Cut a few seconds, wait a bit to cool off, then repeat.

Pretty good looking Mangrove snappers tho. Probably deepwater reef caught, those are unusually large for inshore fish.
