LOUISVILLE, Ky. (WAVE) - A man was arrested in the Kenwood neighborhood after police say he barricaded himself in his apartment and started setting fire to belongings and throwing vases at police officers.
Officers responded to a call on Southside Drive and Southview Square regarding a man, Rafael Batista Milanes, riding a bicycle around an apartment complex, threatening residents, deflating car tires, and putting flowers on cars.
